- Lots if Ign's have been taken but the accounts are inactive. Is it possible for Riot to remove inactive accounts

Inactive summoner names are already opened up after a certain period of time, which you can read about in full here; https://support.riotgames.com/hc/en-us/articles/201751914-Summoner-Name-Clean-Up-
Everyone gets 1 month per account level of name protection, with 6 being the minimum. After being inactive for that long anyone can take the name. Accounts are not suspended or deleted for inactivity, the name is just available.
