How can i play PBE ? I mean , where i can register to be able to play PBE ? Or i can play with my normal League of Legens account ?

Click the drop down on you profile in the top right of page then click PBE. Follow the steps it gives.

You'll need to apply for a PBE account. This account is different from your live account.
