Thresh figure numbering

So the Championship Thresh figure is numbered as #24. Does this mean regular Thresh is #24 and the Championship one is a variant or is he actually #24 and I'd need him to have the numbers in order? If anyone knows or y'know of a Ritoer could tell me I'd appreciate it.
