Champion Mastery shards

OK I HAVE AN IDEA... since it's so hard to actually get a skin for a champ you play from the hex-tech loots, how about you can use the champion mastery shards and use 500 SKIN ESSENCE and get a random skin for that specific champ... or something like that because I find it way too rare of a chance to get a skin for a champ you actually play.

That would make too easy to reroll for Legendary Skin.
