Where can I get those penguin icons?

Someone has to throw a "snowball" at you, which costs a small amount of IP.

You can't get one for yourself - you gift them to other people in the gifting centre for 100 IP, throwing your chosen buddies a randomized icon.

To get one, you can perhaps invite some of your friends for an exchange. I, so far, hope to get one from someone's pure goodwill, but that would be my best bet if I wanted it really badly.

It helps they're not costly at all :D
