Why is the PBE Section only available in NA?

So, im from EUW Lívïng Shädöw, and i wonder why PBE is only available in the NA Region, I mean, i have friend's that live in America and that has talked about PBE etc. And i wonder why it's not available in every region?

Is there a reason of why it's only available on NA?
