S6 gifts and will riot give them out

Okay so last season Riot gave us a free skin as a gift right for season 5 if i remember correctly. now what if Riot gave us another gift this year but it was 3 refunds for lvl 25-30s and a skin for levels below that or somewhat in that aspect! because lets be honest here I'm pretty sure 98% of players wish they had more refunds!!!!!
