if i have epic tier skin shards and reroll them am i more likely to get a higher tier skin?
if not, can that be a thing?? i really dont want el tigre braum or guardian of the sands xerath.

No, rerolling shards is totally random, though I think it does increase of getting one relevant to what you own.
