Pantheon "Panth is in a pretty bad spot atm and with the nerfs to snowballing I don't know how anyone will do well with him in higher ranked play. You NEED to get kills with Pantheon to not get out scaled in 15 minutes. Now with less early gold.. things are looking worse for him."

Yes, I agree, I too, love this character, main him, and hope he gets some love for season 4. He has couple problems right now as he is very outdated compared to the newer champs:

1. He needs all AD scaling on his abilities

The problems with old champions are they have mixed damage scaling on their abilities while they has to build full AD or AP. Not the issues with the newer champions, as they have perfect damage scaling that goes along with what they want/have to build. So, Panth needs his W and R to have AD scalings, as these changes should help his late game too.

2. As an Assassin, he has no escape

While some argue that Panth needs to be changed to play like a fighter to fit his Spartan theme, being an Assassin actually fits the theme more perfectly. Spartans fight smart and full of calculations, they wear down their enemy then finish them. The same as Pantheon is being played right now, so being an Assassin actually fits his theme more than a fighter/bruiser.

But as an Assassin, he has no escape tool. Right now he is basically an all in fighter with an Assasin's toolkit, so how to address this? Make his W a skill shot, so it can land anywhere and can be used as an escape tool, and this can also make room for decision making. Should Panth go all in using his W to shut down his target, or save it for an escape tool?

3. His Ult isn't rewarding enough

Sure, his rank 3 ult now deals 1000 damage, but that's at the center of his circle, and who's dumb enough to stand still in the center? No one. It's easy enough to just dodge away his ult, and the percent slow it gives is barely noticeable. Not to mention the long time it takes to channel and to deliver it. So as for now, good Pantheon players aren't leveling his ult past rank 1, not until his Q and E are all maxed.

So, to address this, his Ult needs a bit tweaking. A suggestion would be Panth can change the direction of his landing spot, make him he can land anywhere on the circle, as this would make him a bit more unpredictable.

And to buff up his Ult means it could solve his poor late game scaling. If he gains a bit of bonus armor pen, lets say, 2 seconds after landing his ult, this alone should help him burst down the opponent, and in the long term, makes his ult more rewarding and scale him better for late game.

I believe these changes should help him out.

I just started picking up pantheon and play him a lot. I'd love to hear what some rioters think about his status

I sincerely hope that the mechanics on q>w>e dont change for panth. Since his ult got nerfed its no longer worthy of an ult in his kit. All the other skills are more important to surviving and getting kills. His ult is just to move around faster its near useless in most fights (stun yourself to do less damage(magic too) than your q and aa, possibly if the opponent stays in the center many dodge-able seconds later). Pantheon will always be my favorite with these 3 skills even if hes weak as shit.

I agree with your suggestions, although I think making W a skill shot would make laning much more difficult. A lot of its use comes from being able to jump over minions and champions to reach those in the back. If that initial stun were a skill shot, while that would make it a useful escape(perhaps too useful, such as moving over terrain), it would be a large nerf to his fight initiation and would make it very hard to catch any champions that simply run behind minions. I do find his late game to be very weak, and it definitely needs some adjustments. I've snowballed hugely from early to mid game, but if they manage to make it to late game, pantheon's damage and tankiness becomes extremely outmatched. His ult, too, isn't much of an ult. While it does allow him to cover a large distance and deal high damage, it's very easy to move out of its way, and is only effective if the champion is dead in the center of the circle, with the slow and damage from the edges being hardly noticable. You're definitely right, Pantheon needs some work.
