People just make accounts to take names so no one else can have them, and its super annoying when you go to get a name change just to see that it is taken by a level 1 account with 0 XP. Wouldn't 1 or 2 months work to cut down on accounts that only exist to hoard names from other players.
It should be 1 month per level, I've seen so many good summoner name on a level 1 account.

Honestly i like the protection they have, but i will admit. An account that is level 1, no exp, no matches played shouldnt be locked. At the very least there should be at least one game played especially since thats the requirement in order to keep the account locked. Are you sure though that you cannot take the name? if i remember correctly newly created accounts cannot take "locked" names. Its only available to people who buy a name change. But i understand having to wait on a name. I had to wait a good 3-4 years (i think) for my name, got it when they first announced a name swipe for old name, and was lucky enough to get this name!
If your trying to get a good name, that mean your name is not original.
