Do riot keep records for conversations in queue?

Just got told to kill myself because i wasn't picking the meta champs. How do i report him?

If the match was played and you reported them post-game, they'll get looked at. Pre- and post-game chat is recorded and taken into consideration.

I'm not sure if their new automated systems scan lobbies for games that were not started. However, chat from those is recorded, and Riot can look at it manually. If you think a player needs to be looked at manually, you can open a ticket here: https://support.riotgames.com/hc/requests/new and give them any information you have about them. DO NOT post their name or other information here.

when the tribunal was still around i dont remember seeing any pre game or post game chat when i was judging so maybe it's not recorded because you're technically not in a game with them

No. No pre or post game lobby chats are recorded

If the match is reviewed by RIOT they can see both pre and post game chats.

Pre/Post game chat has always been recorded. The reason the old Tribunal didn't include it is because it was the client chat was a different system than in game and there were technical problems with automatically including them.
