I think it'd be a really cool idea if you'd add the option on the new client for everyone to use the Japanese VO for champions and the announcer, ive played this great game for about 3 years now it'd be really nice to experience new voices for champions, ive heard you can install voice packs but it'd be really cool if you cut out the middle man and just brought it straight to the player :)

League of Legends in apps - > Show package contents - > Contents -> LoL -> RADS -> System -> Locale It'll open a text document that says "locale = na_US" change na_US to ja_JP and then open league and it will patch in Japanese. [don't forget to save the text document after you edit it]
You'll get region specific advertisements btw. Like if you change it to Korean you'll see ads for PC Bangs. (video game cafes)
I recommend using an application called LVOC. It installs any Language VO that Riot has, and keeps your preferred language for like the text . (It's also perfectly safe, don't be worried riot will ban you for changing VO
