Evelynn Q still tickles and isn't worth leveling.
E is still physical.
Meta has changed, why can't we buff my evelynn again?

She's pretty good actually, the meta is nice to AP junglers 
currently because of the AP item changes and Runeglaive. Also, those bad parts of her are all trade-offs for her free stealth. She still has ridiculous potential from her passive.
Her passive is extremely toxic, the reason why her kit is so weak, to compensate.
