Allow people to get punished for autolocking before game starts...

I hate when i call mid, and a nasus wants to go top to "practice for rank". Top was taken, so he said he would go nasus mid...I said i am viktor mid. He didnt care a locked in. The whole team was pissed. I was already locked in. So yea, I dodged and now i have to wait while that nub can go and screw over more people. I dont want to play a troll game and then report...these autolockers or trolls should be able to be punished before the game or the rest of the team can "surrender before the game starts so we don't have to dodge or play with a scrub.
