Will i ever get put in PBE?

so i have been playing league for about a year now and and i have asked this question before higher ups that are in PBE said it may take 5-9 months i said ok and waited waited and waited now i am starting to think they just passed up my application and moved on and i cant apply for a new one so what now? how do i get into the PBE do i have to be diamond or something to get noticed? i mean come on(my brother has been on here longer an still hasnt gotten into the PBE he wants to know also) would making a new account work? please tell me as soon as possible so i can know what to do to get in thanks.
