People using add friend to rage

So occasionally I get people get mad and after the game proceed to continually spam "add friend" to me. I dont want to disable notifications because i still want to meet new people. If you decline a friend invite twice in a row, that should be it and that person cannot friend you again for a period of time. Otherwise it's just another form of harassment that you have no way of preventing or reporting on. Has this happened to others?
