She's very relevant. There are three standard builds on her.

  1. Standard Bruiser Build - Triforce into full tank, maxing R>W>E>Q. AD marks and AS quints. This is the best build for teamfighting, since you don't just blow up instantly whenever you go in, and you're a pretty capable splitpusher too. This should be taken against melee laners and/or teams you can't splitpush against.

  2. E Max Build - this one's only gotten popular in the last month or so. Same item build as the bruiser build, but you run Hybrid Penetration marks and max R>E>W>Q. This build gives you a ton of burst damage in trades, and lets you do very well against ranged top laners like Ryze or Gnar that want to kite away from you, thanks to the 2 second stun. Also works well for setting up picks alongside champs like Thresh or Syndra. Take this in pick comps and/or against ranged top laners.

  3. Mobility Build - this is a slightly gimmicky build that's mostly popular in Europe. Triforce->Zerk Greaves->Zephyr. This is a dedicated splitpushing build that makes you almost impossible to catch, but at the cost of the defensive statistics you need to teamfight. If your team can win the 4v4 while you're splitpushing, this build is great for creating map pressure, but you'll never be able to group up with your team.

Pretty much every relevant lane is a skill matchup for Irelia atm, which is a large part of why she's such a strong champion. She does particularly well against Gnar, Nidalee, Ryze, and other ranged lane bullies.
