There is so much league names that i would love to change my name too but there is people that are lvl 14 with the name or lvl 30 with no match history that don't even play the game can riot do me a favor and give me the name i want:)

You can probably get the name if the account isn't active, just do a name swap and if it's available it'll give it to you.

I agree. The current system is too lenient. I understand having years of inactivity at level 20+, but for levels before 20 that preservation limit needs drastically lowered.

First of all, there is a system for this. Whether it's good or not, there is a system in place for this so that you can name change if the account with the wanted name has been inactive for a certain period of time (which is dependent on the summoner level).

Second, are you trying to check the account's match history through the league client? If so, unless that account is on your friends list, you will only be able to see any ranked games that account has played. So if that account hasn't played any ranked games, you will not be able to see their match history through the league client.
