I have the idea that maybe Lucian would be seen more often if his Ult was a bit more reliable. Such as perhaps having it locked on a target rather than being a skill shot. It can still be blocked by minions and other champs but will still follow the selected target till dead or cast timer runs out. If the target dies than he will just fire off in the direction the champ had died.
I think that would make his ult too strong. If his ult is able to hit for the full duration, he will meltt he enemy team. However, because his ult does not autolock, he must rely on his teammates to cc and set up the perfect conditions for him. Removing the need to aim his ult also removes the teamwork element and also prevents counterplay.
There's a couple ways they could change his ult to be more viable. Frankly I'd like to see them enable on-hit effects on his ult. Think black cleaver + muramana on him. Omnomnom
