The mode is buggy in the champion select. Someone else had the expierence that there were 2 lux for example and only one mundo, suddenly everybody had mundo? the vote is useless because it can be every champ....

If there's 2 Lux and a Mundo, and nobody else votes, Lux will have a 66% chance to win, while Mundo has a 33% chance. The only exception to this, is if a champion receives three or more votes, then they win automatically.
yeah there were 2 luxs and a fiora. Everyone else turned fiora.
To the second point, when has being mid-air ever stopped someone from hitting you? Unless the skill marks you as untargettable (Playful/Trickster, Blade Waltz), you're still fair game.
Hell the next champ can ONLY ult you if you're airborne (though granted Rocket Jump wouldn't be the right kind of airborne for it).
That's not a bug. The vote has to be at least 3 people or more with the same character. Otherwise, it randomly picks among the champs weighted on how often they were selected. So, in your case, you had a 40% chance of getting lux and a 20% chance of getting mundo. If you wanted lux for certain, you needed to convince one more player to go lux.
