This was an Email I sent to Riot and got a Automated reply of how Matchmaking works....I am Willing to post that reply yet i'm sure my Fellow Summoners have seen it from time to time. Hello Riot, I have been playing this game since Beta, and only took a break during Season 3. I have never disliked League of Legends and Riot as much as I do this year. 2015 has been terrible for you as a Company its getting quite PATHETIC your company or support system bans people for saying "i'm AFK" "i'm Done" BUT you allow us to have a Surrender button and when 3 people say yes its a No 3v2 (thats not what i care about. I prefer the No on a 3v2 vote) But the fact I can NOT say IM DONE with the Team im playing with but THEY can Surrender MULTIPLE TIMES (due to your 3 Yes's means No...) Riot you REALLY need to look over your VIEWS on the Chat System I have been in the Ranked seen for quite some time cough SIX SEASONS COUGH and I never Surrender unless its 100% sure every lane got steam rolled over. But when im not allowed to Type and say IM DONE with the team whats the point of playing anymore I can just attempt to "AFK" in base and surrender every 3 minutes. Riot FIX YOUR CHAT SYSTEM I refuse to type in your game now because you Hold the hands of EVERY other player like they are Badge holding Police Officers WHOM ARE ONLY PEACE KEEPERS not Judge and Jury. Stop allowing these kids to Ruin your game and wake up to the realization that Smack talk and people with Negative attitudes are going to be in this game... Maybe you need to spend some time in any Counter Strike Global Offense server. The Voice Communication in that game is 100000x worse and negative then me or any other player saying "I'm Done" "I'm AFK" yet when i say one of those things im being Negative and recieve a 14 day ban! Why Riot? Why are you Ruining your game by Banning players who use your chat system to explain they are done with the team yet you allow Surrender's to sit in base and Surrender tell the game ends by Enemy Defeat or until a player like myself hits the yes button. A Fix to this would be start queing me with people who also NEVER Surrender.

If you refuse to accept the authority of a supermajority vote going against you, then don't play. You are ruining the game for several other people by afk'ing, including anybody that voted for the surrender because they remain in the game as well. If you can't respect the rules of the game, do not play. If you can't respect other players, do not speak to them.

I have never heard of anyone being banned for just saying "i'm afk" or "i'm done" - unless they've said it a lot. By which I mean approximately every game.
