Refunding Champions

I find it silly how throughout your entire time playing League, you are only allowed 3 refunds. These never refresh, and will not be given back to you if you re-purchase the item you bought. Let's say you buy Fiddlesticks, realize you hate jungling, and then refund him. Later on you become a jungle main and have interest in him again, and purchase him again. Most players I've met just blow their tokens off like this, and it is bothersome there is no way to get them back. It would make a lot of sense if you were given, lets say 3 token per year, and if you buy an item you refund the token will be returned to you. Am I the only one who thinks of it this way?
