i was looking around, but im seeing a lot of different ideas about this one and no clear answer to me, i get this skin is certainly not an always available skin and was sold before i even started a few weeks ago, i looked it up after seeing some one use it and am curious if it will ever be sold again

Probably.

Riot opens up a lot of disabled skins for sale at special events. For the most part it's during X-Mas, though if you want a winter Olympic skin you'll probably need to wait for the winter Olympics, Halloween skins on Halloween.

Kitty-Kat Kat is a Halloween skin, so in ~8 months you'll more than likely be able to purchase it.
