How to get the Starter Pack?

My friend told me that the Starter Pack contains the following champions: Ashe, Garen, Ryze, Annie, Warwick, Nunu, Master Yi, and Sivir, as well as boosts. But where can I get that? I'm new here and now lv. 12. Didn't even own those champions now. It is hard to level up to 30 without boosts I think.

go into the ingame shop and go into bundles, an the starter pack will be there, or go to a walmart and buy a starter pack code.
