Dodgers and Trolls

Quite frankly I am getting really sick of all these dodgers and trolls in the champ select. It's getting too out of hand and ridiculous. Now I know we've all been there, you have a decent team going and suddenly some little troll on the other team decides to dodge because they don't get their lane. So you get put back into queue and what happens? You get paired with trolls. It happens too often and I think it's just getting out of hand. I understand people may dodge for whatever reasons, I myself am sometimes forced to dodge if i see like four out of the five people are clearly trolling or if someone is highly toxic. But there's gotta be some sort of leverage in dodging because I see it happen a lot when i go to draft or blind. They even state they will dodge and 'wait the five minutes' because its not a big deal in terms of punishment. Now you may be saying "well why don't you just go to team builder?" and I do because i get tired of people fighting over lanes, but we know that team builder takes way too long to find matches most times. I'm sorry if I may be ranting a bit but I'm just really frustrated with this. I think there should be a way to limit the way people abuse dodging and to not punish everybody because of it. Maybe we can have the slot of the person who leaves lobby to search another player instead of regrouping everyone on the team? (kind've like how the team builder is set up?) Just a suggestion but what do you guys think?
