Who makes up the tribunal and do they actually review all the reports we send them? Clarification-this is an actual question im not criticizing or being rude.

higher level summoners who currently follow the summoners code. It is completely volunteer basis, with minor IP Rewards for correct judgements. Correct being a majority vote system.

This is a majority system. The Tribunal is made up of levels 25 plus (Pretty sure) and is completely judged by the community. Riot has done this so people who have been in the same, or close to the same, situation as you, can judge the case in a fair and just way. There are no IP Rewards for the Tribunal because people in the past didn't even look at the case, they just spammed the "Punish" button to get their IP, and it isn't a job, its on the League of Legends website Community>Tribunal. You just can't be banned yourself to use it and must be level 20 I believe

The league of legedn community read and grades the report you guys sends us , before we had ip reward but player just spam the punish butto and they had almost every case correct that why they removed the ip and started to rate us on are judgement and the most correct case we have the more important and higher elo are case gets.
