When Will Tribunal be back up?

Ok I'm one to say every once in a while report this person for this, this and this, but after I got done with a game that didn't go so well, a player not only tried to AFK, but then came back and verablly abused multiple teammates to the point where you could ask for a lawsuit. He said that a player should have been "Aborted", and "Was a brainless F****** Re****." PLS when is the tribunal coming back, stuff like this is a serious by product because of the Trib being down, PLS opinions over this.
