There should be a way to look up what skins you own. With the current loot system its easy to acquire a skin for a champ you don't really play, and it is just as easy to forget you got that skin. So, I think there should be away to look up skins on your collection page it would be way more convenient then having to go through all of your champs to see which ones you have skins for.
There is no quick way for some reason.
The quickest way I can think of is either filter your champs with "owned" and go down 1 by 1 to check. Or go into the shop and tick "show owned" in the skin section and scroll down to check. Whichever is faster.
But yeah, we kinda needs a section on the profile that can display a compilation of the skins you own. It's only convenient. That and, it can also be either soul-fulfilling or soul-crushing to know how much money you've spent on the game too, depending on which way you swing to.
Riot is working to add ways to see all of our owned skins but that's not for awhile. Right now all you can do is check each champion page.
