A thought about toxic players, permanent bans

So this sparked from me thinking about my friend who I admit is the ultimate flamer. Lost his $600+ account for being an ass. He has a smurf and will probably always play but wont spend money on it obviously. So my question here is what if he kept making a smurf over and over every time one got banned? i don't think he would have it happen enough to do that but what about other toxic players...? Like would Rito just end up blocking there ip address or something, do they have any ways from PERMANENTLY removing a person from the game? i was really wondering about it

Not reliably without risking banning other players as well.

There's a way to get around IP bans as well, you can't really keep someone permanently off of the game. Especially if the player permanently banned has siblings or roomates that use the same computer and/or internet connection.

Riot can't stop anyone from playing their game. Period. And Riot can't dictate how a person acts during their game. If I wanna trash talk the enemy in a game I will do it. Riot tells me I can't I don't care. I'll make and play on smurf accounts as long as I chose to. If I had any respect for Riot I'd change, but after being insulted both in game from an actual Riot employee and humiliated over private emails with the support staff, I make it my personal mission to ruin as many people's games I can every single day.

No. Computers don't work that way and neither do IP addresses. Its impossible to stop someone from having access to a free program and running it, even if said program regularly communicates with a server. IPs are a temporary thing, shut down a computer and it will get a new one from the web directory when it boots back up. The best we can hope for is that we get someone's main account when they flame and ban it, costing them the money/IP spent unlocking champs to become meaningless.
