Adding people to your friends list. Opinions?

What are your thoughts on adding people to your friends list? Are you the person sending the requests? Or are you the one receiving the requests?

I usually receive requests from other players after winning, but I delete them because I don't know them and I don't want people bugging me with game invites when I'm playing. Although, that leaves me to solo-queing until my IRL friends log on. But since they are in way higher ELO's than me and are usually in ranked matches, should I start accepting friend requests from random people?

I will usually never friend request someone unless I know them personally or if it's something about playing on a team. However, I do accept usually any request because I like to meet new people and if they are the ones sending me the request than they obviously want to meet me already.
