Summoner Icons. How did i get all of these??? Why won't you show me? What is the secret?

I have been thinking this for a while now and I think it would be quite easy to implement. I see a bunch of icons I have and I forget how I got most of them......
Could Riot include with your Summoner icons how they were achieved? Or when you hover over the icon, or click on the Icon in the selection menu, a floating window shows up that tells you how awesome you were to get that particular Icon? It would be nice to see Icons that your fellow Summoners have gathered and how they had nearly busted their mouse in a clicking frenzy to achieve such greatness! Is there some reason why Riot is not showing us? Government conspiracy maybe? Is there some Gremlin that creates these icons who refuses to give us this option? Can we send in someone to destroy said Gremlin? On a separate note... Why is there no suggestion forum? Thanks
