If you put in 3 Legendary skins to re-roll, are you guaranteed a legendary skin back?

No it's random what Skin you get back. I think you do have a better chance of getting extra Cosmetic Essence when you put in higher value Skins and you get a lower valued Skin, but I'm not sure.
