999 in-game ping

Recently in the past couple of days, I have been experiencing what I assume to be a bug in the game client. I was in the middle of a loading screen when all of a sudden, my ping went from a regular 180 to 400 in a matter of seconds. The day after that I tried again, and this time it was 700-999. My in game ping is still at the same position at 999 (Or so I thought) and every time I try a custom game to test the ping, I always get the same result. I have tried several methods I have seen online (Completely disabling firewall, installing a game booster, re-booting both computer and router). Is this an internet connection problem or is this something else?
