Piltover Lore Update Icon -- Lay it within my grasp?

I'm posting because I've been recently picked up Camille and Heimerdinger (and already had Caitlyn) as some favorite champs to play, and since I love to play with an icon matching a current main, the piltover city icon that came with it's lore update would be lovely. The only problem is that I don't have said icon--not because I don't read the lore updates (I often do) or because I wasn't playing at the time (I was), but because I just didn't hear about it.

So, the big question--since this isn't an icon I can buy, are icons like this available though buying the random icon option repeatedly/the crafting system? Or is this icon permanently locked away for me?
