Weekly Stability (Option of "Free Week" Free Que's

I'm getting rather fed up with people rushing or auto locking a lane to play champs that they believe at heart to be the most "OP" champion in the game when they have no idea of characters mechanics and skill usage or even, at worst, how too play the position they've declared to start at. I believe free week has hindered some of my games when a "Free week" Yasou calls top lane because "I saw this guy get a penta 5v1" or "I found this build". I believe free week is very useful especially for new players to see what they like, and I'm not voting to get rid of it. But if their could every be the option could their be a way to go to a que that only allows the lobby to use champs they own. This would solve a lot of problems in my humble opinion and would most likely raise K/D/A's for a lot of other player's I know.
