How to fix lag spikes?

I play league on a desktop connected via ethernet cable. Usually my ping is fine (around 75~ ms), but as soon as my mom goes on her laptop to watch netflix I get crazy lag spikes. Here's the thing. I stream music videos on youtube in 1080p while playing league, with no fluctuations in ping whatsoever. What the hell is going on? How can I fix this? Is there a way to limit the amount of bandwidth netflix uses? Obviously my mom doesn't want to stop watching netflix just so I can play a video game, so if she decides to watch netflix I'm forced to go afk in fountain, or play with 1k ping and feed. If you have access to the netflix account, you can go into the setting and change the video quality to low or medium. I bet she wont even notice if you have it always on medium. Its the high quality video thats killing you, bc Netflix tries to send you as much data as you store ASAP so that they can stop sending you data.

If you have a gaming desktop, the nicer motherboards have built in gaming network cards that have features that should prevent the lag spikes you are talking about.

You can also open your task manager by holding CTRL+ALT+DELETE and Than going to processes and set priority on the league client. This will help a lot. I highly recommend not setting to source though. Or else nothing else will work.
