Trying to reform players how impossible

I admit I been banned for 3 weeks of league but how the heck do you reform a community that can report players for a lack of skill or just do a false report, so you can be banned if someone thinks you suck or a ton of troll reports I really doubt this whole new system is going to work due to the toxic community of league
