i wonder if riot is planning to pass out mystery gifts like they did last year for all the good little summoners? i also wonder if anyone from riot will respond to this.

I was under the impression that this occurred once the new season began. After all, Riot is a business, and it's run by people who will most likely be taking vacation this time of year, meaning that they're not running at optimal levels until everything settles down.
