Because League of Legends does not support 4k resolution I have to change my computers resolution to 1080 when I play. This results in the very bottom of my item shop getting cut out. This means I am not able to re-size the shop and I can not sell items or undo purchases. Is there any alternate way to sell items?

This is a problem with resizing on League... the store doesn't resize to match the new resolution.
For me, I've been able to see the top of the Sell and Undo buttons, and use those to sell back items. I wasn't able to find another way to sell/undo when I tried in a custom game.
Run the game in windowed mode in a custom so you can resize the shop window. If you still can't do that screw around with the games resolution until you can.
