Afking during ranked

Lately it seems to be a fad or something going on. But I win almost every single game i ever play in silver other then when someone is intentionally feeding or afking on the game. Lately it's been getting so ridiculous i can't even rank up. I've been in promos for silver 4, 3 times in the last 2 months and all 3 times i had afks in 2 of my matches. Now i know people dc and all, but these people are SAYING they're going afk and quitting. Isn't there some sort of system that can be used to just simply have a loss prevention or bann the people going afk intentionally permanently instead of the normal leave buster.... The easiest thing to do would be to have a loss prevention if 8 or 9 out of 10 people report a single person for leaving or intentionally feeding. I honestly don't know the best way, i'm not a game designer. But if you look up my stats and my games you will understand how r%%%%%ed it is that i can still be in silver 5 at this point.
