Ping says 63ms, but acts like 1500 ms

This is fairly common, but I haven't played a skillshot and timing dependent champ in so long (Ori) that I forgot how bad it was.

My ping says 67... Michigan... not horrible, that's not a bad number. But, I literally will go to throw my Q and nothing happens... go again, nothing... then the 3rd time, oh there it goes. I get jumped on by a kat, push R... PUUUUUUUUUUSH R!!!!.. R R R R R R R R RR R R R R R R... oh, THERE it goes... but now I'm dea... doesn't matter anymore.

It's quite impossible to play this game in this state. Now I know why I've been playing jungle all day long, can't do a thing with this connection. Solid 63-67, maybe 68 ms all day long, never moves from that even when it's just randomly dropping packets, or delaying them, or whatever it's doing...
