No, Riot doesn't typically give out RP gifts anyway (none at all since the level 3 bonus was changed). If you see RP giveaway sites they are very likely scams; the official Riot pages are leagueoflegends.com, lolesports.com, and riotgames.com. Any official giveaway can be found on an announcement on those pages first.
