[Suggestion] AFK Solution

I've already sent this idea to Riot Support and they said that even though it was a good idea, I should post it here to get feedback. So here I am :D

Please keep in mind that this is a very rough concept, I'd like to hear what you guys (and girls) think of it, what could be improved, etc.

The system would automatically pop up a majority vote box (after a short window of time such as 3 minutes) for the team that is allied with the leaver that is similar to the surrender vote in appearance. This vote would open a queue to search for players that met the same criteria (MMR mainly) as the leaver did (whether or not they were in queue or simply sitting on the front page like I do sometimes :P), but not kicking the leaver until a valid substitute was found (in the event of them returning). The substitute would be shown a dialogue box that would say something like "Summoner _, this team needs your help!" with the options Yes or No. Once someone valid would be found, they would start the game with the average gold and level of both teams.

I've been suggested by friends that maybe there could be a separate queue to be able to fill in these situations; which (in my opinion) could work, but then people could abuse it by simply going into the queue to avoid the champion select phase.

I had a notepad full of ideas, but I accidentally closed it (:P) so if I forgot to mention something I'll add it back ASAP.

EDIT 1: I forgot to mention that the substitute summoner would have to also select a champion (and their role would be told to them), and that champion would be shown to the allied team of the leaver, so if it's something they dislike they can keep searching (through majority vote, once more). I do have to say I feel like the majority votes would get annoying fast, but I don't know.
