What's up with the tribunal?

The tribunal has been down for a long time now and I was just wondering how Rito plans to deal with all the reports if 'no one' is actually reading thru the reports.

I've been in a few games with champ select trolls or toxic players and I keep on hearing things like

"W/e no tribunal nothing will happen."

I also heard things like 'No one reads thru the reports and people just get punished because they get x amount of reports.'

If anyone could shed some light on how reports are being handled as well as when ( / if?) the tribunal will come back I'd appreciate it.
