FYI Lucian is still poop tier

After seeing Riot's buffs for Lucian i thought to myself.......thats about the tiniest minor buff i've ever seen and it wont help him. And whatya know?! I was right lol He still does no damage compared to 90% of the other adc's. Not only do they need to give him more than a 20dmg (@lvl18) buff, they need to give him back the range on his Q. Ever notice that when Lucian became garbage tier, it was right after Riot took away the range on his Q?? There ya go. Lucian will still be on the bottom of the tier list until he gets another buff. He's still super weak
