Hack or Server Problems?

So here it is, pretty much i either got targeted to have high ping at certain times, or server was messing up again. I was Vs top and every time i got close to Warwick, or tried to go in on him i all of a sudden had 8 k ping. Same thing happened when he tried to attack me. The thing is no one else on my team or their was having ping issues, and its not my internet because i reset it and it was still having same problems. Also as soon as laning phase was over, Warwick started roaming and my lag problem was gone, but the fed corki on my team all of a sudden had it. So my question is, Lag Hacks? Or server Issues?
