No it is not Ao Shin, he is not going to be released until early next year, the champion that is being teased for a new support champion is Vel'Koz a ranged mage/ support champion. he was kinda shown in the back of creator viktor splash behind kogmaw.
His name is Ao Shin, and he's a storm dragon.
