Lets be honest, how often do you see this in a team chat? I see it at least once every two or three games and it aims to accomplish nothing. Its appropriateness lies somewhere between saying "ez rekt" to a losing enemy team and outright flipping players off in chat. Why should it be allowed?
If you're getting told that every few games...
"Your build is shit, you need to build health to make your armor useful." isn't a ban offence.
"Your build is shit." is a ban offense.
There's a difference.
