Are Riots hiring requirements absolute?

Just a question, if there are any Rioters out there who were accepted despite perhaps not having the amount of time required for the job? On several jobs it will say, "Should have _Years in one of these fields" or some such prereq. I was curious about whether or not it would be wasting time applying for a particular job even if I haven't met said milestones.
