is there a way to report someone without playing the game

just wondering cause i don't really do this stuff that much but i just had a game where our last pick had adc left open, but didn't want to adc so he locked in random with clairvoyance and clarity, said he didn't get what he wanted so he is just gonna feed. basically guaranteeing no fun is had for anyone on our team and an instant loss just through demoralization. this kind of thing is ridiculously stupid and from what i can see the only way to even try to punish them with a report is to suffer through that game of 4v5. is there a system in place to punish this or is riot at least looking into a way to punish people like this. i don't like playing support but sometimes that's the hand you are dealt and you just gotta suck it up and play.
